Jud has over 35 years of experience as an operator and private equity investor across the water resources, environmental services and energy sectors. Jud has an established and successful investment track record as a private equity professional, having served as a Managing Director over the last 15 years with the Texas Pacific Group, The Halifax Group, and NGP Energy Capital Management. Prior to that he was a Managing Director with HSBC, where he oversaw the firm’s Water and Industrial Services Investment Banking practice. Early in Jud’s career, he served in executive management positions with Atlantic Richfield and Westinghouse Environmental Services. Jud received a BS in Biology and Chemistry from Edinboro State University and a BS and MS in Environmental Engineering from the University of Pittsburgh. He serves as a Trustee of the Water Keeper Alliance.

Murray Starkel

Murray Starkel

Managing Partner

Murray has over 25 years of experience in full-cycle large-scale program development including raising capital, working with federal, state and local regulatory agencies, and executing complex construction projects. Murray previously spent 21 years as an officer in the U.S. Army Corps of Engineers (“USACE”). While in USACE, Murray was Deputy Commander of the New Orleans District in the aftermath of hurricane Katrina. In this role, he managed the $15 billion program to design and build hurricane protection systems in Southeast Louisiana. Following his military career, Murray joined NGP Energy Capital Management as a Managing Director. Most recently, Murray was with Ecosystem Investment Partners, a private equity firm with over $500 million under management focused on land-based ecosystem offsets such as wetland and stream mitigation banking as well as endangered species and water quality and quantity trading. Murray received a BS in Nuclear Engineering Management from the U.S Military Academy at West Point, and an MBA and MS in Environmental Engineering from Carnegie Mellon University.

Chuck Klinge

Chuck Klinge

Director of Operations

Chuck recently retired from the US Army after nearly 28 years of service. He held numerous command and staff assignments culminating as Commander and District Engineer of the Fort Worth District, US Army Corps of Engineers. In this role, he was responsible for over 1,000 military and civilian personnel with an annual programs and operating budget of $1 billion. Chuck is a 1988 graduate of the United States Military Academy at West Point and earned a Master of Science degree in Civil Engineering from Purdue University. He served multiple combat tours while serving in the US Army and is a graduate of the Ranger, Airborne and Jumpmaster schools.

Will Huckin

Will Huckin

Director of Land

Will has over 12 years of experience facilitating investments in the environmental sector as a principle, manager, and operator. Prior to his role with ESP, Mr. Huckin was Co-Founder and Managing Director of NeoVerde, LLC. As a partner, Mr. Huckin oversaw the transacting of $300 million of mitigation bank and conservation land assets. While at NeoVerde, he executed successful greenfield creation and turnkey acquisitions on mitigation projects totaling over 18,000 acres. Mr. Huckin simultaneously has been retained by multiple firms, both private and publicly traded, as a consultant to acquire mitigation projects, and realize monetization events. Will holds a BA in Economics from the University of Texas - Austin, and an MBA in Finance from Southern Methodist University.
